Windows- downloaded 0.3.13 - helps needed! urgently

Hi all ,

I have downloaded ver 0.3.13, using windows, followed the guide by Drexme above and got to the second last step (step 7).
So after I run the .bat file and it showed up like in the picture,

 but when i tries to open localhost:7875 and nothing showed up, to be exact the browser says "no data received".
Can someone please tell me what to do next to get it up and running?

p.s I updated java to latest version as well.

okay, i have another noob question ,
lets just keep my noobness visible within this post lol,

I clicked the purple arrow at the top right corner to send "money" and i key in the amount and address and time (i put 0.02h = 1.2mins)...and i got "money was sent" (or sth like that)..but nothing seems to change so far..like my balance is still the same and fund has shown up in the receiving address ..is it normal? how long does it take? or is there anything else that i have to do?

If the transaction is not confirmed in 5 mins then resend it.

hmm until it gets through or what?

cos i heard some guy repeated the tx as many as 20 times and still could get it cleared :|
