I have been a paypal user for almost 8 years, I love doing business with paypal. I just don't like dealing with btc exchanges, I do know there are some fraudulent activities going on with paypal. I wonder if i should have a minimum 3 day clearing period before I send the currency to the user.

Don't do it. Due to paypal policy buyer can get a refund and you may get banned.
